It places the shooting at about 12:23 p.m. on September 10, 2025, and says police later found a bolt-action .30-06 rifle nearby. It buys time. It cools anger. It delays scrutiny until the moment has passed.<\/p>\n<p data-start=\"4886\" data-end=\"4982\">That\u2019s not a conspiracy theory. That\u2019s how bureaucracy survives.
